After finishing his filmmaking studies at the Tunisian Art Academy in 1983, he served as general director of the Audiovisual Department at the Ministry of Culture and the Department of International Cultural Center of Hamamat and its festival before becoming director of Carthage Film Festival in 2012. Kharrat also served as jury member in Alexandria, Damascus, Nile and Dakhla Film Festivals.
